House Democrats on Friday unveiled a sweeping reform proposal that would create automatic voter registration and enact campaign finance and ethics changes, the first bill they plan to push when they take charge of the chamber next year. The bill will receive the designation of H.R.1 in the next Congress, a sign of its importance to House leaders and to newly elected members who ran campaigns promising to clean up Washington. It is expected to receive early attention in the next Congress. A summary of the bill released Friday includes broad changes to federal campaign and ethics laws. It would create national automatic voter registration, call to “end partisan gerrymandering,” require “all political organizations” to disclose donors and overhaul the Federal Election Commission. It would also revamp federal ethics laws, including mandating the disclosure of the president’s tax returns, which President Donald Trump has so far refused to do. House Democrats are making reform a priority for the new Congress, but they are expected to have trouble passing the package in the Republican-controlled Senate.
